In 1956, General Electric constructed the Pinellas Plant on a 96-acre (390,000 m2) plot in Pinellas County, Florida.[1] This site was formerly known as Bryan's Dairy Farm. In 1957, the site was sold to the United States Atomic Energy Commission. In exchange, GE was awarded a 25 year contract to operate the site. GE continued to operate the site until 1992, when the contract was transferred to Martin Marietta (now Lockheed Martin). In this same year, the closure of the site was announced

Largo City Hall
The Town of Largo was incorporated in 1905. Lake Largo was drained in 1916 to make way for growth and development. Between 1910 and 1930, Largo's population increased about 500%. Then and for decades afterwards, Largo's economy was based on agriculture—citrus groves, cattle ranches, and hog farms, as well as turpentine stills and sawmills. Largo is best remembered as "Citrus City", from the time it was a citrus packing, canning and shipping center.
The Great Depression was unkind to Largo. Largo lacked the financial resources to meet its obligations. Largo reverted to its 1913 boundaries and charter. The population dropped approximately 30%. The debt incurred by the issuance of bonds in the late 1920s was not paid off until after World War II.
Rapid growth of the town[edit]
Taylor Lake Park is a county park in Largo on 8th Avenue SW.
The years after World War II saw rapid growth as people began moving into the area and Largo annexed surrounding lands. During the nuclear arms race, electronics companies like General Electric and Honeywell boosted the economy. The population increased to about 5,000 in 1960, to about 20,000 in 1970, and to about 70,000 in 2005. Largo's original area was 9/16th of a square mile. By 1982, Largo had grown to about 13 square miles (34 km) and to about 19 square miles (48 km) in 2010. The groves, farms, ranches and forests have mostly given way to homes and shopping centers and light industry. The increased population resulted in a need for increased city services. All departments saw rapid growth and improvements in quality, especially under the leadership of the late Mayor Thom Feaster. In 1995, Largo Central Park opened on the site of the old Pinellas County Fairgrounds. It is the setting for the Largo Cultural Center and the Largo Public Library.
The Pinellas Plant's facilities occupied approximately 70,195 square meters (755,584 square feet) under roof on 40.4 hectares (99.9 acres). The General Electric Corporation (GE) built the original 161,000-square-foot facility in 1956.
The Atomic Energy Commission, DOE's predecessor, bought the facility in June 1957 and awarded a 25-year operating contract to GE that lasted until May 31, 1992.
The Pinellas Plant, as it was named, continued to be used to engineer, develop, and manufacture components, such as neutron generators (triggers for nuclear weapons), to support the U.S. nuclear weapons program. DOE expanded the Pinellas Plant mission to produce multiple electronic and support components for other DOE programs. The expanded mission included the design, development, and manufacture of special electronic and mechanical nuclear weapons components, such as neutron-generating devices, neutron detectors, and associated product testers. Other work involved electronic, ceramic, and high-vacuum technology. Specifically, the expanded mission included the manufacture of thermal and long-life ambient temperature batteries, specialized shock-absorbing foam supports, ferroelectric- and glass-ceramic encapsulation materials, and Radioisotopically-powered Thermoelectric Generators.
The Department of Energy (DOE) transferred much of the Pinellas production capability to the Kansas City Plant in Missouri and the Sandia National Laboratory in New Mexico.

Summary:
This plant was built in 1956 in response to a need for the manufacture of neutron generators, a principal component in nuclear weapons. The neutron generators consist of a miniaturized linear ion accelerator assembled with the pulsed electrical power supplies required for its operation. The ion accelerator, or neutron tube, requires ultra clean, high vacuum technology: hermetic seals between glass, ceramic, glass-ceramic, and metal materials: plus high voltage generation and measurement technology. The existence of these capabilities at the Pinellas Plant has led directly to the assignment of the lightning arrester connector, specialty capacitor, vacuum switch, and crystal resonator. Active and reserve batteries and the radioisotopically-powered thermoelectric generator draw on the materials measurement and controls technologies which are required to ensure neutron generator life. A product development and production capability in alumina ceramics, cermet (electrical) feedthroughs, and glass ceramics has become a specialty of the plant; the laboratories monitor the materials and processes used by the plant's commercial suppliers of ferroelectric ceramics. In addition to the manufacturing facility, a production development capability is maintained at the Pinellas Plant.
In March 1995, the facility was formally sold to the Pinellas County government. DOE closure operations continued at the site until December 1997. As of August 2009, the DOE still maintains a presence on the site as part of continued clean-up operations.[2]http://en.wikipedia.org/wiki/Young-Rainey_Star_Center
The General Electric Corporation (GE) built the original 161,000-square-foot facility in 1956, on 96 acres, which had previously been Bryan's Diary Farm, in the center of Pinellas County. The primary mission of the plant was to develop and produce neutron generators for the nation's nuclear weapons program. These unique components consist of a miniaturized linear ion accelerator and pulsed electrical power supply. To produce these devices, the Plant acquired facilities and expertise that had broader commercial applicability.
The Atomic Energy Commission, DOE's predecessor, bought the facility in June 1957 and awarded a 25-year operating contract to GE that lasted until May 31, 1992. The Pinellas Plant, as it was named, continued to be used to engineer, develop, and manufacture components, such as neutron generators, to support the U.S. nuclear weapons program. Specifically, the expanded mission included the manufacture of thermal and long-life ambient temperature batteries, specialized shock-absorbing foam supports, ferroelectric- and glass-ceramic encapsulation materials, and Radioisotopically-powered Thermoelectric Generators (RTGs). Part of the expansion included relocation of a similar production facility from Milwaukee, Wisconsin, to Pinellas between 1966 and 1967. The plant was expanded to 750,000 square feet in thirty years.
The AEC was abolished in the 1970s and the Department of Energy (DOE) assumed responsibility for the nuclear weapons program. Over three decades of operation, the facility’s total square footage was expanded to approximately 750,000 s.f. In 1992, after the end of the Cold War, the DOE formally announced that the Pinellas Plant would be closed in 1997. In that same year, GE announced that they no longer would continue on as the prime contractor. The DOE awarded the contract to Martin Marietta. “General Electric's X-Ray Division performed research and development work which supported its activities as contractor for the Pinellas Site in Florida. This work included the operation of a small pilot plant in Milwaukee. Sandia National Laboratory managed the GE X-ray division contract as part of the nuclear weapons program. The work in Milwaukee continued until 1966 when these activities were transferred to Pinellas and the staff relocated accordingly.”

NIOSH* 2011 Evaluation: Potential exists for significant residual radiation (from 1967 to time of study)
“Because there is no information available describing the activities at this facility, or whether or not it was decontaminated, the assumption is made that contamination still exists at the site.”
*National Institute for Occupational Safety and Health. Source: Report on Residual Radioactive and Beryllium Contamination at Atomic Weapons Employer Facilities and Beryllium Vendor Facilities (Aug. 2011), Appendix A-2. The National Institute for Occupational Safety and Health, as part of a federal program to compensate individuals for health damage from work in the atomics-weapons industry, analyzes information about scores of sites around the country. It looks for evidence that a site engaged in activities that might have exposed workers to harmful amounts of weapons-related radiation. If such a situation is found, the agency looks for evidence that the site was either satisfactorily cleaned up or that the risk of significant residual contamination was low. If NIOSH can't find evidence of either, it lists the site as having a potential for such contamination. However, agency officials say, this designation doesn't mean a health threat exists. It merely means that based on available evidence NIOSH can't rule out such a threat.

current occupant/owner comment:
A GE spokesman said that in the years following World War II, this facility was part of a national project to develop neutron generators, which included a small, protected capsule of the radioactive element Tritium. When this project was scaled to full production in the mid-1960s, it was transferred from Milwaukee to a facility in Florida. The project was closed down some years later. Today, GE manufactures healthcare equipment at this Milwaukee site (X-ray tubes and CT detectors). An X-ray tube only produces ionizing radiation when used in conjunction with a high voltage generator to power it, meaning the tube is not in and of itself radioactive. [Updated March 14, 2014 with additional details from GE.]

Kayla Williams asked:

On enabling minorities and low-income students — How can we encourage more students from low-income communities to apply for college?

We answered:

We need to start early and create that hunger to learn. We have to tell families that regardless of their circumstance, sending their children to college is not only possible, but essential. And that takes all of us — teachers, parents, classmates, neighbors and everyone else. This year, I’m challenging colleges to bring more students on campus so they can hear from mentors and get a real sense for college life. I’m also challenging high schools to get those FAFSA completion rates up for their seniors. For both of these, schools can send in a video, and they’ll get a chance to hear from me at their graduation ceremonies. Learn more here! -mo
